Pakistan-Sponsored Terrorism: A Threat to India and the World
🛑 A Legacy of Terror: Pakistan’s Global Footprint
Pakistan has long been accused of using terrorism as an instrument of state policy, particularly through its notorious intelligence agency, the Inter-Services Intelligence (ISI). Despite repeated international warnings and designations of various terror groups operating freely on its soil, Pakistan continues to provide ideological, logistical, and financial support to globally banned terrorist organizations.
🇺🇳 UN-Proscribed Terror Groups Operating from Pakistan
The following terror organizations, proscribed by the United Nations, have found safe haven in Pakistan:
- Lashkar-e-Taiba (LeT) – Responsible for 26/11 Mumbai attacks
- Jaish-e-Mohammed (JeM) – Behind the Pulwama attack
- Harakat-ul-Mujahideen
- Hizbul Mujahideen
- Al-Qaeda
- The Taliban (historically supported)
- The Haqqani Network
These groups function with impunity, often aided, protected, and financed by the ISI.

🌍 Pakistan-Linked Terrorism Across the Globe
Pakistan’s role in global jihadist terrorism is not confined to India.
🔥 Attacks with Pakistani Connections
- 9/11 Attacks (USA, 2001)
- Several Al-Qaeda operatives were trained and radicalized in Pakistan.
- Osama Bin Laden, mastermind of the attacks, was found hiding in Abbottabad, less than a mile from a major Pakistani military academy, until killed in 2011 by U.S. Navy SEALs.
- 7/7 London Bombings (UK, 2005)
- All four suicide bombers were British citizens of Pakistani origin, two of whom visited Pakistan months before the attacks, where they allegedly received training.
- Times Square Bombing Attempt (USA, 2010)
- Perpetrator Faisal Shahzad had links to the Pakistani Taliban (Tehrik-i-Taliban Pakistan – TTP).
- Danish Newspaper Plot (2010)
- Pakistani-American David Headley, who also helped scout for the 26/11 attacks, planned attacks on the Danish newspaper Jyllands-Posten.
Numerous attacks in Afghanistan, including those targeting U.S. forces, have been linked to Pakistan-supported Haqqani Network.

⚠️ Pakistan and the FATF Grey List
The Financial Action Task Force (FATF), the global watchdog for terrorist financing, has placed Pakistan on its grey list multiple times—most recently in 2018, citing its failure to curb terror financing and money laundering.
Despite assurances, Pakistan continues to delay or deflect genuine action against proscribed individuals like Hafiz Saeed and Masood Azhar.
💸 Global Bailouts Without Accountability
Pakistan has repeatedly received bailouts from the IMF and other global institutions, with no meaningful conditions on dismantling its terror infrastructure.
- Billions in foreign aid have flowed into Pakistan.
- Yet terror training camps, madrassas, and militant organizations continue to operate in full view.
🧨 Pakistan: Not Just India’s Problem—A Global Threat
It’s time to stop viewing Pakistan’s terror export as a bilateral issue between India and Pakistan.
- Pakistan is a sanctuary for global jihadists.
- It is a danger to international peace.
- It is a blot on humanity.
The world’s failure to hold Pakistan accountable continues to embolden terrorism and endangers innocent lives far beyond India’s borders.
📢 What Must Be Done
- Enforce UN resolutions on proscribed organizations.
- Demand military and intelligence transparency from Pakistan.
- Condition financial aid on measurable anti-terror action.
- Apply sanctions for harboring terror leaders.
- Encourage global media to highlight victims of Pakistan-backed terrorism, not just geopolitical narratives.
🕯️ Let Us Never Forget
Terrorism must be confronted at its root—not just its aftermath.
Justice delayed is terror enabled.
